SC Electrica SA is a state-owned company, subordinated to the Ministry of Economy and Commerce. Its core activity is electricity distribution and supply and provision of the infrastructure of communications and information technology, which should allow high-quality management on the liberalized market, taking into account the competition in the field. The company’s main activities are the operation and development of the systems of distribution, communications and information technology, as well as the activities related to the supply of electricity to our customers. With the founding of the Department of Energy Services Maintenance, the company’s area of activity developed considerably, extending the range of services it offers to customers; these include services of electrical installations maintenance, design and counseling, repair of electric equipment, auto and commercial transportation, related activities, etc. SC. Electrica SA can operate other activities as well in order to sustain its object of activity, in compliance with the legislation and its own status. SC Electrica SA’s object of activity is detailed in the company status, published as addendum to the Government Ordinance no 627/2000 (completed by Government Ordinance 1342/2001). The developments in the legislation related to the basic activities of the electric power sector have led to regulations, implemented by the National Energy Regulatory Authority (ANRE), for electricity generation, transmission, distribution and supply. SC Electrica SA operates its economic activities as a natural monopoly, with the obligation to ensure non-discriminatory access to its networks for all customers, suppliers and electricity generators who request it. The obligations and rights of SC Electrica SA are stipulated by distribution and supply licenses issued by ANRE.

The Turkish Competition Authority was established as per Article 20 of the Act No. 4054, in order to ensure the formation and development of markets for goods and services in a free and sound competitive environment, to observe the implementation of this Act, and to fulfill the duties assigned to it by the Act. Within that framework, the main duty of the Competition Authority is to prevent any threats to the competitive process in the markets for goods and services through the use of the powers granted by law. Ensuring the fair allocation of resources and increasing social welfare by the protection of the competitive process constitutes the basic foundation of the mission of the Competition Authority.
The European Bank for Reconstruction and Development was established in 1991 when communism was crumbling in central and eastern Europe and ex-soviet countries needed support to nurture a new private sector in a democratic environment. Today the EBRD uses the tools of investment to help build market economies and democracies in countries from central Europe to central Asia.
The EBRD is the largest single investor in the region and mobilises significant foreign direct investment beyond its own financing. It is owned by 61 countries and two intergovernmental institutions. But despite its public sector shareholders, it invests mainly in private enterprises, usually together with commercial partners.
The Black Sea Trade and Development Bank (BSTDB) is a regional financial institution founded by the 11 countries of the greater Black Sea region- Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Turkey and Ukraine. BSTDB supports economic development and regional cooperation by providing loans, credit lines, equity and guarantees for projects and trade financing in the public and private sectors in its member countries. The Bank focuses priority on sectors that are of key importance for the economic development of its member countries - energy, manufacturing, transport, telecommunications, support for small business and foreign trade, etc. The Bank also mobilizes financial resources to its countries of operation from outside the region, while mitigating the risk of private investors. The recently increased authorized capital of the Bank is SDR 3 billion (approx. USD 4.85 billion). BSTDB is rated Long Term A3 with positive outlook and Short Term P2 by Moody’s.
The Organization of the Black Sea Economic Cooperation was established on 25 June 1992 in Istanbul by the Heads of State or Government of Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Turkey, Ukraine. BSEC came into existence as a unique and promising model of multilateral political and economic initiative aimed at fostering interaction and harmony among the Member States, as well as to ensure peace, stability and prosperity, encouraging friendly and good-neighbourly relations in the Black Sea region.
With the entry into force of its Charter in 1999, BSEC acquired international legal identity and was transformed into a full-fledged regional economic organization.
With the accession of Serbia in 2004, the Organization’s Member States increased to twelve.
Energy Regulators Regional Association (ERRA)
The Energy Regulators Regional Association (ERRA) is a voluntary organization comprised of independent energy regulatory bodies primarily from the Central European and Eurasian region, with affiliates from Asia, the Middle East and Africa.
Purpose and objectives:
- to improve national energy regulation in member countries;
- to foster development of stable energy regulators with autonomy and authority;
- to improve cooperation among energy regulators;
- to facilitate the exchange of information, research, training and experience among members and other regulators around the world.
PETFORM (Petroleum Platform Association) was established on 15th September 2000 by the pioneering domestic and foreign companies actively operating in the exploration, production, processing, storage, transmission and refinery of the crude oil and natural gas as well as import, distribution and sales of natural gas. PETFORM has played a crucial role since its establishment in the transfer of private sector concerns to the authorized public institutions in all legislations Turkey requires in the energy sector and has actively participated in the development of the relevant legislation the energy market needed, most significantly the Natural Gas Market Law and Turkish Petroleum Law. There are two working groups under the Board of Directors of the Association, which aims to integrate the expectations of all members in a melting pot, following a transparent and participatory management: E&P Group and Gas Group.
E&P Group is a technical working group which focuses on solutions to the problems of the companies operating in Turkey and abroad in crude oil and natural gas exploration and production; while Gas Group is a technical working group which offers solutions to the problems of companies operating in natural gas import, distribution and sales activities.
